President promulgates changes to the IVA and excise duty codes

President António José Seguro promulgated decree no. 112/XVII on Friday, 30 October 2026, which amends the Value Added Tax (IVA) and Excise Duties codes. The legislation expands the tax regime for liquid fuel resellers and strengthens traceability and control in the national petroleum sector. The President noted a potential EU procedural requirement regarding special derogation measures for IVA fraud prevention, proceeding with promulgation based on the Government's commitment to submit a formal authorization request to the European Commission.

Portugal approves income tax cuts for three million families

The government has approved a reduction in IRS rates for the first six income brackets, retroactive to 1 January 2026. Additionally, a 50% reduction in withholding tax on salaries and pensions will apply for the month of November 2026. The Council of Ministers also approved the regulations for the new Nationality Law, which sets residency requirements at seven years for PALOP and EU citizens, and ten years for others, alongside new tests on language, history, and culture.

Gross Value Added of companies in Portugal increased 5.8% in 2025 to 187.4 billion euros

Provisional data from INE shows that companies' Gross Value Added (GVA) rose by 5.8% in 2025, reaching 187.4 billion euros. Business turnover grew 4.5%, the total number of companies increased by 4.1%, and the average annual salary rose by 6.3% to 21,306 euros.

More companies in the eurozone expect requests for higher wage increases

A European Central Bank survey of 64 large non-financial companies found that 40% now anticipate inflation will lead to higher wage demands, up from 20% in the previous survey.
