Portugal criminalises chaining animals and leaving them on balconies

The Assembly of the Republic passed new legislation banning the permanent chaining of companion animals and their confinement to balconies. The law also prohibits the sale and use of training collars that cause pain or distress, and the Government has 90 days following the law's publication in the Official Gazette to define the specific rules for implementation.
