Penafiel sets Municipal Urbanization Tax at one euro for all construction

The Penafiel municipality has reduced its Municipal Urbanization Tax (TMU) to a flat fee of one euro for all new residential construction, reconstruction, or expansion projects. This measure, published in the Diário da República on August 14, 2026, applies to licensing applications submitted until December 31, 2027.

Why it mattersIf you are planning to build or renovate a home in Penafiel, you will pay significantly lower urbanization taxes on your project if you submit your license application by the end of 2027.
