Lisbon City Council reaches agreement to keep Alta de Lisboa housing land under municipal control
The Lisbon City Council approved an agreement with the Sociedade Gestora da Alta de Lisboa (SGAL) on Wednesday, 28 October 2026, securing over 71,500 square meters of building capacity for municipal housing projects. The settlement resolves a decades-long contractual dispute and avoids a complex arbitration process, following the rejection of a contract extension in March 2025. Under the terms, the municipality retains strategic plots including Lote 5.8 and Malha 24, valued at 46 million euros, while SGAL remains responsible for urban infrastructure works estimated at 15.8 million euros.
