IHRU launches platform to encourage affordable rental supply

The Institute for Housing and Urban Rehabilitation (IHRU) launched the "Investir-Arrendar" digital platform, which consolidates access to the Simplified Affordable Rental Regime (RSAA) and Investment Contracts for Rental (CIA). Landlords can use the portal to submit rental contracts, check rent caps by municipality, and apply for tax incentives, while investors can manage rehabilitation or construction projects for affordable housing.

Affordable rentals: ordinance setting limits is "late" and "obstacles persist," says ALP

The government has published the ordinance setting the rent caps for the Simplified Affordable Rental Regime (RSAA), four months after the legal deadline. The government has defined maximum rent limits by property size and municipality under the 'Regime Simplificado de Arrendamento Acessível'. Landlords who set rents at or below these caps—which are pegged to 80% of local median rents, with adjustments for energy efficiency and parking—qualify for exemptions from IRS, IRC, IMI, and IMT. The new regulation takes effect tomorrow, October 14, 2026.
