Bank valuation for home loans rises again

The median bank appraisal value for housing reached 2,278 euros per square meter in September, a new record. This represents a 1.1% increase from August and a 14.2% rise compared to September 2025, with particularly high values in the Greater Lisbon and Algarve regions.

Why it matters

If you are applying for a mortgage or buying property, these rising bank appraisal values may continue to drive up property market prices and impact the loan-to-value ratios used by banks for lending.

Porto City Council trades homes for cash and loses millions

The Porto municipal executive, led by a PSD/CDS/IL coalition, recently approved accepting 1.3 million euros in cash from seven private developers in lieu of receiving construction areas for affordable housing, which could have been worth over 11 million euros. Following public backlash and criminal complaints, the mayor, Pedro Duarte, announced plans to revise the municipal regulations to mandate the provision of actual housing units for hotel and short-term rental projects, and is considering revoking the recent approvals.

PS will not change abstention on the 2027 State Budget despite housing concerns

The Socialist Party (PS) leader confirmed on 28 October that the party will maintain its abstention regarding the 2027 State Budget (OE2027), rejecting the idea of triggering a political crisis despite disagreements over housing policy. The party continues to challenge the Government to transfer IHRU-owned properties to municipalities for rehabilitation and to withdraw the proposed rent law, which they argue undermines housing security.
