Students in Lisbon protest against tuition fee unfreezing and demand free higher education

Around two hundred students protested on Wednesday, 21 October 2026, outside government headquarters in Lisbon against the proposed unfreezing of university tuition fees starting in the 2027/2028 academic year. The State Budget proposal for 2027 sets the maximum undergraduate tuition fee at the 2026/2027 cap plus inflation, which student representatives estimate will mean an increase of about 15 euros for undergraduate degrees and potentially much larger rises for master's programs where caps are not limited.

Why it matters

If you or your family members study in Portuguese higher education, tuition fees are set to rise with inflation from the 2027/2028 academic year, with uncapped increases expected for master's degrees.
