Portugal is the OECD country where it is hardest to buy a house

The OECD housing affordability index for Portugal reached 166.7 points in 2025, the highest level since 1995, up from 115.7 points in 2024. This increase reflects a market where housing price growth has significantly outpaced wage growth.
