Porto leads growth in local accommodation, recording five times more openings than Lisbon

Ombudsman is creating a portrait of social housing; signs point to 'serious degradation' and a lack of 'rehabilitation' strategies

The Ombudsman (Provedoria de Justiça) is currently surveying all 308 municipalities to assess the condition of social housing, identify the number of vacant units, and determine the scale of necessary rehabilitation. To date, 209 municipalities have responded, and a comprehensive report on the findings is expected to be released in the first quarter of 2027.
