Association warns that new TVDE law contains 'serious error'

The Portuguese Association of Ride-hailing Transport Carriers (APTAD) identifies a major conflict in the recently published Law 59/2026, which contains contradictory entry-into-force dates (September 1 vs. November 1) and misaligned transition periods. The association warns that as of September 1, 2026, thousands of drivers and operators may be in technical violation of the law because mandatory technical regulations and specific ministerial ordinances—required to implement the new safety and data-sharing rules—have not yet been published.
