Lisbon City Council approves new Urban Rehabilitation Area (ARU) boundary amidst opposition criticism

The City Council approved a proposal to expand the city's Urban Rehabilitation Area (ARU), set to take effect on 1 January 2027. Properties within the ARU qualify for tax benefits, including a 6% reduced VAT rate on renovation works and exemptions from IMI (municipal property tax) and IMT (property transfer tax).

Why it matters

If you own property in Lisbon or are planning a renovation, this expansion could make your property eligible for tax breaks, including reduced VAT and IMI/IMT exemptions, starting from 1 January 2027, provided the proposal passes the Municipal Assembly.

How the protest camp wants to stay in Rossio until the end of November

Renata Cambra, a representative of the housing protest movement, has filed a court action in the Lisbon Administrative Court to prevent police from clearing the protest tents in Rossio. She is challenging the 1974 law used by police to end the occupation after 00:30, seeking a court order to allow the camp to remain until 25 November, the date of the final vote on the State Budget.
