Faster evictions and flexible contracts: what Portugal proposes to combat the housing crisis

The government has proposed changes to rental laws that include initiating eviction proceedings after two months of missed rent, down from the current three. The bill also streamlines the legal process by removing the separate execution stage, allowing a single judicial decision to authorize the eviction. Additionally, the proposal removes the 2% cap on rent increases for new contracts (with exceptions for seniors over 65 or those with disabilities over 60%), allows landlords to demand three months of security deposits instead of two, and introduces an Emergency Housing Fund for vulnerable tenants.
