Can a family doctor refuse to issue a medical certificate for a driver's license? SIC Verifica explains
Family doctors in Portugal can refuse to issue medical certificates for the renewal or issuance of driver's licenses based on conscience or technical objection, as defined in the Medical Ethics Regulations. Any such refusal must be formally justified in writing, explained to the patient, and communicated to the clinical director of the health unit.
Why it mattersIf you are asked to provide a medical certificate for your driver's license, your family doctor may refuse to issue it if they cite an ethical or technical conflict; in this case, they must provide a written justification, which you can use if you need to seek the document elsewhere.
